What happens if one club keeps winning and all the Agents only want to join that specific club?

The more players there are in a club, the less game tokens (Key0Coins) they can get if they win a match because the reward is distributed among all the club members. Eventually, the club will have to limit the number of players they can allow or new clubs will come out to challenge the champion.
