Are 1 Star characters useless in the game?

Definitely not. 1 star or lower starred characters have a lower cost (wage). The team that can play on the field needs to have a cost (wage) not higher than a specific amount.

Also there will be a synergy attributes boost if characters with similar traits are on the field together. Given the above circumstances, there is definitely a need for players with a lower cost (wage).
